Moira graduated from the University of Strathclyde in 1990 with a BSc in Environmental Health. She trained with Falkirk Council while studying for her degree and also qualified as an Environmental Health Officer in 1990. Following this Moira worked for Motherwell District Council for four years, in a geographical area covering all aspects of Environmental Health, before moving to Strathkelvin District in 1996. This later authority became East Dunbartonshire Council where Moira worked in the Food Safety Section.
In 2000, Moira moved to North Lanarkshire Council to work in Pollution Control with a particular focus on noise, contaminated land and air quality. In 2006 she gained the Institute of Acoustics Diploma in Acoustics and Noise Control. She has been involved in the implementation of the Environmental Noise (Scotland) Regulations 2006 within the Glasgow Agglomeration.
Since 2007 Moira has been a Senior Environmental Health Officer in the Pollution Control team at North Lanarkshire.
Moira has been a member of Noise Expert Advisory Group of Environmental Protection Scotland since 2014. Her experience is relevant to the core issues which concern EPS.
